汇总STM32H7中断使能前各种需要用户手动清除中断标志外设

看到手册里面的这句话，觉得很有必要汇总下，防止一旦使能中断就进入中断服务程序：

Before setting an enable control bit EN = 1, the corresponding event flag must be cleared,
otherwise an interrupt is immediately generated.

1、串口的

STM32H7的串口使能后，TC发送完成中断标志和RXNE接收数据标志是置位的，用户请根据需要清除
